I'm asking these questions separate to make it easier. What does this mean ? To me it looks a lot like a load vs RPM table. :p

Yes that is a table that figures into the final spark calculation. Like you said it is load and RPM based. Tip in is just what the name implies, that first quick stab of the throttle. Notice it mainly affects low load and low-mid RPM, it works in conjunction with the spark_mul_temp_and_tip-in. The multiplier is applied against the table to get a spark reduction during certain engine temps and throttle openings.

So if the multiplier is -1 and the point in the table is 5.000 then when those conditions are met and you "tip in" you will have -5 degrees of retard.
