Use a vacume pump to pull a vacume on the EGR valve with the engine running and see if the valve opens. The engine should start to miss and die. If that happens the EGR valve is good you need to look at the control part of the system. Nine times out of ten the EVP sensor is bad on top of the egr valve, but the EVR could be a fault to. Put a EVP on if your vacume lins seem to be working correctly. This is the 25 cent diag method.
