degreeing the crank

Should I get the piston at #1 @ TDC b4 I torque the fulcrum bolts at #1 intake/exhaust, #3 exhaust, #4 intake, etc. (I've gotta chart). Then degree the crank 90 degrees, then 90 again working my way around the block. Or should I just eye em, if the valves look closed, torque it.

Also, I've torqued the rockers at #1 cyl. (the piston's about 10 degrees past TDC on #1) and the p/rods aren't spinning; should I worry about that?

I know I've gotta stupid question every day.

Thanks 4 sharing the knowledge:) .
