lots of sanding going from about 500 depending on the texture to 800-1000-1500-2000 and so on if need be. Then you can get some polishing compound such as Blue Magic and do it by hand or use a powerball or something like that.

the rougher grit can be done dry sanding just to get it going, but for best results you might need to wet sand when you start using the finer grit. Trust me this process works because I did it on a stock gen1 wheel. I will caution you that this will be time consuming.
